History of Lottery Games
The first recorded lotteries gave away tickets for money prizes. Low Countries towns held public lotteries to raise money for the town’s fortifications and poor. Evidence of earlier lotteries exists, as a record from L’Ecluse, France, dated 9 May 1445, mentions the draw of 4,304 tickets for florins (about US$170,000 in 2014).

This paper uses lottery consumption data from the Texas State Lottery as the main study case. It shows that lottery gamblers’ initial increases in lottery consumption are maintained for at least six months, and that forty percent of this increase persists for 18 months. The time course of persistence becomes more arbitrary after this point.

The Chinese Han Dynasty was the first to record the numbers on lottery slips. These slips date back to between 205 and 187 BC, and it’s believed that the money raised from lottery play helped to finance major government projects. The Chinese Book of Songs mentions the lottery as “drawing wood” or “lots.”
It is run by state governments
State governments run the Lottery. The proceeds of the Lottery go to a variety of public purposes, from gambling addiction to education. Lottery proceeds are also seen as beneficial in times of economic stress or cuts to public programs. However, the popularity of Lottery games isn’t always tied to the fiscal health of state governments. In states with strong fiscal health, Lottery games have won broad public approval.
It is expensive
It is no secret that lottery is expensive. Many people participate for the sheer perceived utility of the winnings. A survey found that 65 percent of participants would play the lottery if the proceeds went to a specific cause. While the monetary value of the winnings is not the primary motivator for most people, underage players and excessive advertising have all increased the price of the game. In addition, the lottery has become a lucrative industry for big investors and drug companies.
